The England Economic and Industrial Development District (England Authority) is presently accepting Statements of Qualifications from Aviation Design firms to be retained by the England Authority for airport engineering services at Alexandria International Airport.

The England Authority is a public agency responsible for the redevelopment of the former England Air Force Base. Since assuming control of the England Industrial Airpark & Community in December of 1992, The England Authority has been recognized nationally for its success in attaining its redevelopment goals.

The proposed project includes all engineering services necessary to investigate, evaluate, design, provide all bid/construction documents and provide construction phase services, including on-site construction inspection for the proposed project.

The anticipated project includes:

Renovating an existing 39,077 sf former aircraft-engine maintenance facility into a higher-education occupancy providing a varied aviation-related curriculum. The building adjoins existing ramp of Alexandria International Airport (AEX), and consists of a 26,600 sf high-bay Shop Area with by a 3,800 sf north wing, a 6,572 sf south wing, and a 2,105 sf west wing. A concrete-paved parking area exists on east side of building.

The Shop Area is proposed to remain generally as-is, and the three wings are proposed for phased renovation into associated classroom, lab, office and support spaces. The building is currently vacant.

The Project’s initial phase includes rehabilitation of electrical service, air-conditioning, fire sprinkler, fire alarm, data network and compressed air system at Shop Area, north wing and west wing. The initial phase also includes full repurposing/renovation of the north wing and minor renovations to west wing. Final renovation work in west and south wings is proposed in subsequent phases.

Interested parties should respond by submitting a comprehensive information package that will include form SF330. The comprehensive information package shall be of a type and nature that will aid the England Authority in its professional selection process.

It is the policy of the England Authority that Disadvantaged Business Enterprises as defined in 49 CFR Part 23 shall have the maximum opportunity to participate in the performance of contracts assisted in whole or part by funds granted by the Department of Transportation. The England Authority has adopted a goal of 10% participation. We encourage responders to help us meet this goal.
